Government receives all of the system's annual profits, after a statutory dividend of 6% on member banks' capital investment is paid, and an account surplus is maintained. In 2010, the Federal Reserve made a profit of $82 billion and transferred $79 billion to the U.S. Treasury.[16]
Tai gal viską iki galo perskaityk, o ne piešk istorijos iš vieno sakinio, kurio aš deja neradau. |

The Federal Reserve Banks issue shares of stock to member banks. However, owning Federal Reserve Bank stock is quite different from owning stock in a private company. The Federal Reserve Banks are not operated for profit, and ownership of a certain amount of stock is, by law, a condition of membership in the system. The stock may not be sold or traded or pledged as security for a loan; dividends are, by law, limited to 6 percent per year
Dabar įdėjau visą pastraipą iš to linko kur tu įmetei taip kad siūlau dar kartą perskaityt. The twelve Federal Reserve Banks form a major part of the Federal Reserve System (FED), the central banking system of the United States. Atsakymas kuo skiriasi FED nuo Federalinio rezervo bankų. |

Ellla: "Ar vyriausybe turi kokios galios pries Federal Reserve Bank? Nors ir privati organizacija, taciau ar kas turi svaru zodi, galimybe nesutikt su jos politika?" The Federal Reserve, like many other central banks, is an independent government agency but also one that is ultimately accountable to the public and the Congress. The Congress established maximum employment and stable prices as the key macroeconomic objectives for the Federal Reserve in its conduct of monetary policy. The Congress also structured the Federal Reserve to ensure that its monetary policy decisions focus on achieving these long-run goals and do not become subject to political pressures that could lead to undesirable outcomes. Federal Reserve Act The Federal Reserve is accountable to the public and the U.S. Congress. In the area of monetary policy, the Federal Reserve reports twice annually on its plans for monetary policy. In addition, the Chairman and other Federal Reserve officials often testify before the Congress. a) Appearances before the Congress The Chairman of the Board shall appear before the Congress at semi-annual hearings, as specified in paragraph (2), regarding the efforts, activities, objectives and plans of the Board and the Federal Open Market Committee with respect to the conduct of monetary policy; and economic developments and prospects for the future described in the report required in subsection (b). The Chairman of the Board shall appear before the Committee on Banking and Financial Services of the House of Representatives on or about February 20 of even numbered calendar years and on or about July 20 of odd numbered calendar years; before the Committee on Banking, Housing, and Urban Affairs of the Senate on or about July 20 of even numbered calendar years and on or about February 20 of odd numbered calendar years; and before either Committee referred to in subparagraph (A) or (B), upon request, following the scheduled appearance of the Chairman before the other Committee under subparagraph (A) or (B). (b) Congressional report. The Board shall, concurrent with each semi-annual hearing required by this section, submit a written report to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Banking and Financial Services of the House of Representatives, containing a discussion of the conduct of monetary policy and economic developments and prospects for the future, taking into account past and prospective developments in employment, unemployment, production, investment, real income, productivity, exchange rates, international trade and payments, and prices. The Board of Governors of the Federal Reserve System (hereinafter referred to as the "Board") shall be composed of seven members, to be appointed by the President, by and with the advice and consent of the Senate The Board of Governors of the Federal Reserve System shall be authorized and empowered: Examinations and Reports Suspension or Removal of Officers and Directors of Reserve Banks Suspension, Liquidation, or Reorganization of Reserve Banks Supervision Over Reserve Banks Section 11B. Annual Independent Audits of Federal Reserve Banks and Board The Board shall order an annual independent audit of the financial statements of each Federal reserve bank and the Board. Ellla: "Aha, labai patikima info. ''The Federal Reserve Banks are not operated for profit'' Galbut atsiras tokiu, kurie domejos siuo reikalu placiau, o ne is Wikipedijos info trauke..." Dividends and Surplus Fund of Reserve Banks (a) After all necessary expenses of a Federal reserve bank have been paid or provided for, the stockholders of the bank shall be entitled to receive an annual dividend of 6 percent on paid-in capital stock. The entitlement to dividends under subparagraph (A) shall be cumulative. That portion of net earnings of each Federal reserve bank which remains after dividend claims under subparagraph (1)(A) have been fully met shall be deposited in the surplus fund of the bank. Use of Earnings Transferred to the Treasury (b) The net earnings derived by the United States from Federal reserve banks shall, in the discretion of the Secretary, be used to supplement the gold reserve held against outstanding United States notes, or shall be applied to the reduction of the outstanding bonded indebtedness of the United States under regulations to be prescribed by the Secretary of the Treasury. Should a Federal reserve bank be dissolved or go into liquidation, any surplus remaining, after the payment of all debts, dividend requirements as hereinbefore provided, and the par value of the stock, shall be paid to and become the property of the United States and shall be similarly applied. |
